Policymakers make use of policy analyses to aid in framing and resolving complex issues. How the multiple methods of inquiry and argument are utilized in making cogent arguments depend upon a number of factors. I suggest the most important factors may be who constructs the problem and which analytical lens is used. Each community, each discourse, believes that its voice has the potential to transform social and political institutions. My question is the following: Which voice is selected as the expert voice and why?

An electronic health record (EHR) is all about patient care and what patient care can tell us as patients, providers, researchers, and policymakers. It can move research into best practices and inform policy. In this presentation I address the intent of the EHR, what it can and cannot do, types of data found in an EHR and how it can be used in practice and administration, and an overview of standards and formats. IN addition, I emphasize the importance of semantically similar data, as well as the competencies and literacies necessary to utilize the EHR effectively. I conclude with a review of challenges and opportunities for the EHR.

In this presentation, I examine how the Federal government has defined disaster communication over three decades. I suggest that communication, and coordination, is more than just an activity that is 'understood'. Risk communication is a complex event that requires shared understanding. It is a situated, in the moment decision making process. Further, ineffective communication has as material and political-legal consequences in disaster and risk management. I conclude with recommendations that disaster communication research takes into consideration the consequentiality of communication, which moves beyond the end results of a risk or crisis event and considers the procedures, dynamics, and structures of communication.

I describe a process for the provision of services to geographically dispersed academic health services research teams. Based on a case study, I first describe the evolution of e-reference into intensive, personalised assistance that focuses on the use of information by the users in a technical assistance collaborative. In addition to traditional reference skills, i emphasize the importance of current awareness tools and project management to address project scope, as well as creating timelines and meeting deliverables.

I discuss the challenges for students in academic social work programs who are faced with the challenge of researching health attitudes of 'hidden' populations. I offer a different way to conceptualize such searches, with an emphasis on taxonomy, ontology, metadata, crosswalks, and disambiguation. The use of these essential concepts helps information seekers to conceptualise successful search strategies, increase relevance and precision in their searches, and be more agile when working with complex topics and new resources.
